Specialized training/certification in the following: State of Illinois Mandatory Firearms; Breath-Alcohol Testing; Illinois Law Review for Police; Youth Officer; Interview & Interrogations; Drug Abuse Resistance Education (D.A.R.E.) Officer/Instructor; Advanced Child Abuse and Child Exploitation Investigations; Gang Specialist; Crime Prevention; Wireless Fraud for Cellular Telephones; Chemical Narcotics Detection; Project Mentor Instructor; Emergency Vehicle Operations; Basic Traffic Accident Investigation; Cultural Diversity; Emergency Response to Terrorism; Homeland Security Terrorism Response; and he is a graduate of the Northwestern University’s School of Staff & Command.

Sergeant Fowler has been a sworn Police Officer with the Department since 1993. Prior to his tenure with Lake in the Hills Police Department he was a Police Officer in Ohio.
